To strengthen administrative capacity at central and local levels by 2009, and to develop, implement and monitor policies and programmes, ensuring transparency, accountability and participation.

Expected CP Outcome(s)

To enhance cross-country coordination and horizontal accountability in policy formulation and implementation; to support transparent and effective public service delivery at central and local levels of government. The main outcome indicator is the establishment of a cross-institutional advisory group (permanent secretariat and thematic task forces) involving key public institutions and civil society representatives.

Revision of the National Sustainable Development Strategy

Background

The concept of Sustainable Development allows a nation to plan, implement and monitor the progress of society towards the accomplishment of long-term goals, to accommodate the needs of the present generation without compromising the ability of future generations to satisfy their own needs.

In 1997, only a few years after the historical event of the United Nations Environment and Development Conference in Rio de Janeiro, Romania started to elaborate its first Sustainable Development Strategy [by GD No. 305/1999] using a participatory mechanism. However, the resulting Strategy document did not foresee adequate mechanisms to monitor its implementation and periodic revision.

Starting January 1st 2007, Romania, as a new member state of the European Union, started to revised its own NSDS to take part in the Renewed EU Sustainable Development Strategy endorsed by the European Council of 15-16 July 2006. The document is the result of a joint project of the Romanian Government, through the Ministry of Environment and Sustainable Development, and the United Nations Development Programme, through the National Centre for Sustainable Development in Bucharest. The project was approved by Government Decision HG No. 1216 of 4 October 2007, published in the Official Gazette of Romania No. 737 of 31 October 2007. It was completed in the fall of 2008.

The National Strategy for Sustainable Development of Romania Horizon 2013-2020-2030 - RO 

It will capitalize on the experience accumulated by the UNDP during the formulation of the first National Strategy for Sustainable Development (1997-1999). It will also capitalize on UNDP’s successful project Building Capacities to Implement Local Agenda 21 in Romania, as it may contribute a significant input to the implementation of sustainable development principles at the local and regional level.

Objectives

The main objective of the project is to review and update Romania’s Strategy for Sustainable Development in line with the objectives of the Renewed EU Sustainable Development Strategy.
This Strategy sets specific objectives for moving, within a reasonable and realistic timeframe, toward a new model of development that is capable of generating high value added, is motivated by interest in knowledge and innovation, and is aimed at continued improvement of the quality of life and human relationships in harmony with the natural environment.

(Achievements &) Expected Results

The result of the project is the National Sustainable Development Strategy (NSDS), document finalized through a public debate at the regional and national level, with all stakeholders involved. For this process 
functional and support structures were created (Drafting Group, Working Groups, Scientific Council) and a participatory mechanism was put in place (National Public Debate Council, Regional consultative Councils, interactive website). The drafting process included 6 versions and 41 revisions and the finalization process included 5 national and 16 regional public debates, over 40 meetings of the Drafting Group coordinators with representatives of public authorities, political parties, business and professional associations, labour unions federations, non-governmental organisations, youth groups and other concerned groups and persons.
The final document was endorsed by the Romania Government in its session of 12 Nov. (HG no. 1460/12 Nov. 2008).
