By end 2015, line ministries have enhanced capacity to implement innovative programmes for social inclusion, economic and political empowerment of vulnerable groups, and for deepening democratic practices with special emphasis on initiatives with the potential to be adapted to the needs of Romanian official development assistance priority.

Support to the Ministry of Justice to implement the recommendations of the EC under the CVM

The UNDP supports the Ministry of Justice (MoJ) to implement one of the recommendations of the European Commission under the Co-operation and Verification Mechanism - July 2010 CVM Report. It refers to strengthening the general anti-corruption policy on the basis of an independent impact evaluation of the results of the last two anti-corruption strategies implemented since 2005 (i.e. 2005 Anti-Corruption Strategy and the Strategy on Fighting corruption in Vulnerable Sectors 2008-2010). The UNDP will support the MoJ to implement the EC recommendation by facilitating the assistance of a team of international and national consultants, with a comprehensive anti-corruption background, to elaborate the impact assessment of the two anti-corruption strategies.

Project Background

The purpose of the Co-operation and Verification Mechanism (CVM), established on the accession of Romania to the EU, is to help put in place an impartial, independent and effective judicial and administrative system properly equipped inter alia to fight corruption. This involves making certain fundamental changes, which represent an indispensible investment in the future of Romania – an effective administrative and judicial system is necessary for sound public finances and well rooted socio-economic development. It is also necessary to enable Romania to play its full role as a member of the EU in areas such as justice and home affairs. The European Commission issues annual reports which set out the Commission's assessment of the state of the reform process and makes recommendations on what needs to be done to continue with the necessary reforms.

Project Objectives

The general objective of the project is an enhanced capacity of the Ministry of Justice to implement the recommendation of the European Commission under the Co-operation and Verification Mechanism.

Expected Output & Planned Activities


The project outcome is an assessment report of the two anti-corruption strategies, containing conclusions on their implementation and recommendations for future actions, delivered to the beneficiary.
